Position Summary:


Under limited supervision this position performs functions geared toward maintaining the integrity of the water distribution system by identifying deficiencies, analyzing water quality, protecting against damages and maintaining system reliability utilizing specialized technical equipment. Responsibilities including leak detection surveying, cathodic protection system testing, hydraulic testing, map reading, water chemistry and computer literacy are required for this position.

Essential Functions:


  • Provides technical assistance to crews and contractors, in the installation and maintenance of the water distribution system.
  • Develop, modify, implement, and coordinate the parameters and details of the Leak Detection and Cathodic Protection Programs. Locate water mains, valves, hydrants, services and leaks in the field using electronic and mechanical detection equipment, for CWS crews, other utilities, and engineering firms.
  • Collects and manages field data in accordance with CWS Asset Management Program.
  • Identifies deficient areas in the distribution system and makes recommendations for water system improvements, rehabilitation, or replacement.
  • Performs field inspections of the distribution system, easements, and coordinates periodic inspections of subaqueous water mains.
  • Monitors asphalt paving projects and coordinates with contractors to ensure that CWS assets are protected.
  • Performs monthly testing of impressed current cathodic protection systems in the distribution system.
  • Assists with development and management of data tracked in CMMS to provide for continual improvement of asset management practices and data quality.
  • Performs and coordinates condition assessment of transmission mains, distributions mains, valves and hydrants.
  • Produces new and revised system drawings associated with assigned projects, as well as in areas of the distribution system as previously assigned by supervisor.
  • Update valve cards and grids.
  • Obtain data necessary for organizing and processing project files and extensions from all available sources, i.e. RMC office, field investigation, SCDOT, and other utilities.
  • Assists crews and contractors with the installation and maintenance of the water distribution system.

  • Analyzes data from deficiency reports, initiates and prioritizes projects, designs and plans corrective actions coordinates repairs and tracks project status.
  • Reviews new CWS and developer project plans as needed to ensure the projects meet CWS specifications and coincide with existing system improvements.
  • Provides training to others for proper use of leak detection and cathodic protection testing equipment.
  • Sample collection, chemical analyses and organoleptic agents for microbial compliance with Safe Drinking Water Act.
  • Responsible for water quality complaint investigations, follow-ups, and resolutions.
  • May be required to work during emergency conditions.
  • Regular attendance is required.
  • Job performance must conform to all CWS policies and procedures.
  • Specific knowledge of CWS Environmental Management System Policy and Procedures.

    Physical Requirements, Activities, and Working Conditions


  • Ability to effectively communicate in writing, verbally and with a 2-way radio, to include comprehension of complex oral and written instruction.
  • Ability to operate and maintain motor vehicles.
  • Frequently positions self to maneuver objects weighing up to 25 lbs. and occasionally weighing up to 50 lbs. Objects greater than 50 lbs. requires a two-person operation.
  • Occasionally positions self to use up to 50 ft lbs. of force and up to 200 ft lbs. of torque occasionally, to operate valve, hydrants, etc.
  • Considerable movement and traversing involved up to 2 miles daily and up to 5 miles occasionally while transporting objects weighing up to 10 lbs. at work sites on unpaved streets, uneven ground and cluttered work areas.
  • Constantly positions self to move, traverse in the field as necessary to perform required work.
  • Constantly works in internal / external environmental conditions. Subject to atmospheric conditions of one or more of the following that affect the respiratory system or skin: Fumes, odors, dusts, gases, etc. Personnel Protective Equipment Required.
  • Ability to receive detailed information through oral communication and to make fine distinctions in sound, such as when making adjustments on equipment.
  • Must be able to make visual observations in daylight and night.
  • Routinely and safely operate computer to include desktop and tough notebook laptops in the field.
  • Routinely ascend/descend a ladder to climb in and out of excavations, embankments, meter vaults, manholes, confined spaces, etc.
  • Ability to properly use and maneuver various powered and non-powered tools and/or equipment (to include but not limited to: shovels, probing equipment, measuring devices, wrenches, etc.).
  • Subject to noise to cause the worker to shout in order to be heard above the ambient noise level. Hearing Protection Required.
  • Subject to vibrations. Exposure to oscillating movements of the extremities of whole body.
  • Must be able to wear Personnel Protective Equipment (PPE) as defined in the Job Safety Analysis (JSA) to perform the required essential functions.

    Education and/or Experience


  • Associate Degree in Civil Engineering or equivalent with two (2) years of experience working in a utility environment, or a combination of related education and work experience to total five (5) years. High school diploma or GED required.
  • One (1) year supervisory experience preferred.

  • "B" level Water Distribution Operator's License required within 24 months of hire.
