About Us:

The Starr-Iva Water and Sewer District is a growing public water system dedicated to delivering safe, reliable, and high-quality drinking water to approximately 4,750 taps in our community. We are seeking a dynamic and experienced General Manager to lead our team and oversee the daily operations and long-term planning of our water utility.

Job Summary:

The General Manager is responsible for the overall management, administration, and strategic direction of the water system. This includes overseeing operations, ensuring compliance with local, state, and federal regulations, managing financial performance, and leading a team of dedicated water professionals.

Oversee the daily operations of the public water system, including distribution, maintenance, and customer service.

Ensure compliance with all applicable regulations, including SCDES, USEPA, and other governing agencies.

Develop and implement strategic plans, policies, and budgets to support system sustainability and growth.

Manage financial performance, including budget preparation, financial reporting, and cost control.

Provide leadership to staff, including hiring, training, and performance management.

Monitor system performance, conduct assessments, and implement improvements to enhance operational efficiency.

Coordinate with local, state, and federal agencies, community organizations, and stakeholders.

Oversee Capital Improvement Projects, infrastructure maintenance, and Emergency Preparedness.

Serve as the primary point of contact for the Board of Directors, presenting reports, recommendations, and operational updates.

Maintain positive relationships with customers, ensuring timely response to inquiries and concerns.

Qualifications:

Bachelor's degree in Civil Engineering, Environmental Science, Public Administration, Business, or a related field. An appropriate combination of experience and education will be considered.

Minimum of 5-10 years of experience in water utility management or a related field, with at least 3 years in a leadership role.

Strong knowledge of water treatment, distribution, and regulatory compliance.

Proven financial management experience, including budgeting and financial reporting.

Excellent leadership, communication, and problem-solving skills.

Experience working with Boards, government agencies, and regulatory bodies.

Certification as a Water Distribution System Operator or ability to obtain within a specified timeframe preferred.
